Exactly, passive points and levels are not the same thing. Using the book does not increase your characters level. Getting passive skill points from quests is the exact same as before (you just have to click something now). It was an aesthetic change only, and I'm tired of people assuming otherwise.

I feel like this only hurts your character. The only difference between using the points, and saving them up, is when you save them, you are running a character that could have more points allocated to the skill tree.

You seem to be confused, let me try and make this clear for you:
There is absolutely no benefit whatsoever to be gained by not spending your skill point when you are awarded it.

Option 1:
You get a skill book at level 10 (lets' say), and use it, you get the benefit of that skill from that point on. when you hit level 70, you have 86 passive points (lets' say)

Option 2:
You get a skill book at level 10 (say), and you don't use it, you are now one skill point below what you should be, from then on. You hit level 70, and you have 85 points, but woohoo, you can now use that skill book that's been taking up your inventory for 60 God Damn levels..woot!
"Saving it" until level 70 simply gives you the skill point you should have had THE ENTIRE TIME.

I just don't see how that's an advantage???
