Seems underwhelming without massive scaling of ailment effectiveness. By the time you're dealing big enough hits you don't need this at all.

If you're using Skitterbots to get your shock then you get 1-5% "free" damage reduction. If you're not mapping the crit from brittle is an ok boss damage buff for cold attacks. The pen is useful for non-ignite on-hit fire-based damage maybe?

Waiting for the notable with "your chill/shock effectiveness and fire damage over time multiplier apply to scorch/brittle/sap effectiveness" to make this good. Expecting this jewel to make Ele Hit/Wild Strike builds OP seems optimistic.
