Post processed volumetric fog really is computationally cheap. And it absolutely is a fixed cost. The cost is fixed to your screen resolution. So long as that don't change, the cost don't change, no matter what is going on, on screen.

I'm very interested to see how this functions with global illumination, shadows, particle effects(skills and ground effects), and by default the dynamic scaling to maintain fps.

Obviously we are all hoping for a smooth league performance...but it definitely doesn't always work that way if you have been here long...

Less than 3 year old cpu is not required. I used to think so (been complaining of performance problems for years) but since I got an 8 core Xeon cpu (an E5-2667 v2 with 16 logical cores running at 3.3 to 4 GHz) and the latest Windows 10 Pro 1909 version OS and a great NVMe SSD PoE is maxing out at 200 fps most of the time. The answer for me was upgrading to Win 10 version 1909). For details read my efforts to finally get great PoE performance here:

Anything I ever played with "volumetric anything", it was one of the features that ate the most performance. (like in MHW or 7D2D for example)

No rly, my cpu is 10y old...

But still, 3y old hardware should be pretty decent. How often do you upgrade your pc, yearly?
