Nessa won't spawn in the Brine King's Reef, unable to continue the game.

Quest im on is The Brine King, "Search the Brine King's Reef for Nessa"

I have fully explored the map and reset the instance 3 times already, and Nessa just won't spawn.

I can enter the Brine King's boss room, where i see Nessa, but i cannot interract with her in anyway, and the boss encounter won't start.
