You only attempt to corrupt a gem to +1 level when it's already maxed out?
I mean you can't just increase the level cap so gem would become 1/21. You literally getting 1 additional level to the ones you already have. So if you are corrupting let's say 19/20 gem and roll +1, you'll get 20/20, not 19/21. Right?

Answer to your title: yes!
Corrupting a normal 20/20 gem (not Portal) has following Outcomes: 1. Gaining or loosing a Level. Getting either 21/20 or 19/20 2. Gaining or loosing quality up to +-10%. the maximum quality on a gem is 23%. The Level of the gem stays the same. 3. Nothing happens and the gem stays 20/20 with the corrupted tag. Corrupting via the lapidary lens in the temple rolls the outcomes above twice. Corrupting awakend or enlighten / empower / enhance gems have the same outcomes as above but only can reach Level 6 and 4. Corrupting a Portal gem in a breach area can result in a "breach Portal" wich you can open a breach with once per map. EDIT (forgot about vaal gems) 4.
