Dead Reckoning Cobalt Jewel - Bug

The dead reckoning cobalt jewel states that "with at least 40 intelligence in radius, summon skeletons can summon up to 15 skeleton mages".
This is not happening with either vaal summon or regular summon skeletons. It does not summon mage skeleton types, and it does not allow to summon up to 15 of them. Tested with 50 int in range and max level skill gems. Last bumped on Jan 20, 2020, 2:31:12 AM

Not a bug.
You have another cap for skeleton from the skill. You only able to summon 15 skeleton mages when your cap for all types of skeleton is 15 or greater. If you don't have any gear, only from lv 20 gem, the cap would be 8 This is the start of forum signature: I am not a GGG employee.
