Annointing Tenacity is actually the only way to get tenacity, regarding to the poe wiki.

"Tenacity is a notable passive skill that grants increased maximum life and Transfiguration of Body, which makes increases and reductions to maximum life also apply to Attack damage, with 30% efficiency.[1]

It is only available by anointing an item (amulet or Blight-specific unique that has the help text: "This item can be anointed by Cassia") with 1x

Crimson Oil
and 2x Golden Oils"
