Conqueror exalted orb bug? ignores cannot roll caster/attack mods

i noticed that there were two caster modifiers

i proceeded to buy a ring then craft cannot roll caster modifers on it. Slammed with crusader's exalted orb then

i have reason believe that the conquerors exalted orb / any orb now ignores the forsaken master meta mods like caster + attack etc.

hope i can get some clarification on this
