Not true. You can have one than more active "tag" in more than one region. They wont interfere, each has its own "counts".

But low tier maps cannot start tagging. For example i have Jungle Valley on Atlas Tier lets say 9. And i have active tag play in game. If i have active tag i can use any tier of that type of map to continue it but i cannot use lower tier same type to trigger pursuit.

ad2. That actually helped me when i blocked but the problem was i putted stones equally on whole Atlas instead concentrating them.
