Shakari not spawning in Queen of the Sands quest

I entered the Forbidden Vault, talked to Jun, and nothing happened. Quest marker still appears on the area.

Already tried new instance for Oasis, still nothing.

Forbidden Vault is not related to Shakari the area boss (it is related to Jun as Betrayal league lore)
