Bug Reports (Path of Exile 1) - Can't Summon Harbinger of Storms - Forum

While using The Tempest's Binding unique helmet which grants Summon Harbinger of Storms skill, I cant use the skill. It shows up on my skill bar and isn't grayed out but when I try to use the skill nothing happens. Granted this is my first time using this helmet but I dont think I'm doing anything wrong to not be able to summon it.
