My CoC Mjölner Ball Lightning

Is it worth to have elemental weakness on shaper's touch? Coz we have 1 curse setup already so in exchange we can have "spell/attack have xx% crit chance" on gloves with much cheaper price

ele weakness 10-12 pretty much equal to conductivity 20, so that's absolutely fine to have only 1 curse and meanwhile use shaper gloves with crit.
once you get

you should consider equipping both curses.

CDR still going be rely on APS, so no, you want both close to each other.

You sure that extra projectiles from spell does more damage ? I think that it doesn't shotgun anymore.
Extra projectiles won't shotgun. If you want to push damage then use Wise Oak or Atziri's Promise over Dying Sun. Extra projectile from Dying Sun and helm enchant are just QoL for clear.
