Elderslayers no show

My atlas progression came to a stop after I spawned Sirus for the first time and failed to kill him.

I have 16 watchstones at the moment and I have them placed in 4 different regions as my atlas states I need 4 in a zone to spawn a conqueror.

Right after I failed on Sirus I started mapping again in Glennach Cairns and spawned a conqueror (blue zone) after 1 or 2 maps.

Now it's been about 20+ maps in tier 14, 15 maps in the zones I have 4 watchstones in and I haven't seen a conqueror since the one mentioned before.

I stopped mapping because it was costing me too much chaos to buy red maps and thought I should ask if this is the new mechanic on boss spawn. It's weird because before I spawned Sirus the conquerors were spawning every 1-3 new maps.

Anyone stuck like me and maybe figured out a way to continue progressing?
