T15 The Vinktar Square - How to acquire???

All my atlas is T14-16 and i want to complete the awakening bonus objective. Giving the four Agnerod staves to the vendor is not working, the result is tier4 Vinktar.... also when i swap a set of 8xThe Encroaching Darkness card, the result is always regular low tier unique map.

It seems that maps can only appear in their lowest tier form in certain situations. This includes many reward drops, when using an orb of horizons, when trading with a vendor, etc. Sounds like that includes Div cards as well.

I realize that doesn't help accomplish your goal, but at least it's a bit of explanation. It may be that the only thing you can do currently is to get it as an in-map drop, or a Zana mission/purchase, or buy/trade for it.
