Abrasive Catalyst on Circle of Guilt

Abrasive Catalyst doesn't work on a ring Circle of Guilt which has "Adds (8-10) to (13-15) Physical Damage". Is this intended? I'm asking because same mode works fine other unique items such as Ryslatha's Coil.







If you press ALT for advanced description you'll see which affixes is affected by catalyst. In case with the ring nothing pops-up

Ryslatha's coil specifies attacks (adds # to # physical damage to ATTACKS). Circle of guilt doesn't specify attacks (adds # to # physical damage). This means that it would work for spells too, therefore, abrasive catalyst has no effect.
