You can unlink fully linked items with orbs of fusing.

Tested on several different items and different characters where fusings still roll on fully linked items. Also tested with another player who confirmed he managed to unlink my 4 linked gloves with a orb of fusing.

This isn't a bug. Only 6s/6l items can't be broken.

4L items have always been "unlinkable"... that's not a bug.
Only 6L are block on 6L...

And that's a good thing, I cannot imagine how to deal with gem setup changes without the option to change the configuration of different pieces of equipment.
It's necessary.

This isn’t entireky true. Max linked 5 socket items are also protected.
