I understand it's frustrating. The problem is that there is no such thing as one optimal passive tree or one optimal set of end-game gear. There are many variables, and the value of any given mod will normally be affected by what else you have.

In the case of crit vs. non-crit builds, the question is not just dps, but everything you are doing with the passives and mod slots if you are not using them for crit.

"Optimal" is a function of what content you want to do and your personal play preferences. Do you like to clear maps for farm, or delve, or want to do boss content? Do you prefer a glass cannon, or something with an extra layer or two of defense?

What is better for one player is not necessarily better for all players, even if you're talking about the same basic build.

I get that you want a simple answer; there just isn't one to the question you asked. Either axe would work great in the right build.
