Can Hybrid bases roll both base type mods?

Say i had a Steel Kite Shield base could it roll % cold damage that only rolls on ES Bases?

Not necessarily. Armour/ES shields have their own mod pool. Some of the mods from pure ES and pure armour shields are in that pool, but not all of them. You should take a look at the mod pool via poedb.
