how can i craft "Gain an Endurance Charge every second if you've been Hit Recently" on armour ?

Hello there.

That mod only exists as an implicit on synthesised body armours.
Unfortunately, it cannot be crafted, and can only be found on existing body armours in the Standard league.
So, if you absolutely need to have that implicit on a non-unique body armour, you'll have to buy one from another player.
There are currently about a hundred of such items for sale.
