Low CPU usage

I have the same problem. CPU used only in 60%. I have no vsync. GPU only 50% used. And I have a lot spike in frames with legion and harbringer.

I don't think that, becouse before i had 100% cpu use and more fps and fps drops. Something is broken. Reinstal poe didn't fixed this.
