Shaper/Elder items - how game determines drop rate

Hi,

I am trying to find some official info about how PoE determines if item that has dropped will be shaper/elder base on map with influence.
We know shaper/elder bases are always rare so i am wondering if getting +%iir will increase number of shaper/elder rares that drop.

IIR shouldn't do anything. "Rarity" in this context is pretty specific... white, blue, rare, unique.

IIQ should. More drops, more chances.
I am thinking this way. +iir increases chance of white to become magic, magic become rare and rare become unique. So having +iir will increase amout of rare drops since more magic become rares. Now, we know elder/shaper are always rare so logic dictates since we get more rares we should get more elder/shaper.

But there is other possibility that elder/shaper bases are rolled before everything else. So upon drop on white item there is % chance fot it to become elder/shaper. If conditions are met game makes item rare and we have our drop.
If not, it rolls on its rarity like always.

All I am trying to find out is how it really is.

As this is not covered in the community wiki, I doubt you will be able to get a definitive answer. The only way to know would be to have access to the source code, or a lot of statistical analysis. I doubt the latter would be easy to do, given how recording the data would be troublesome, without some sort of 'cheating'.
I wonder why GGG can't just explain this mechanic. Why the secrecy...

Because someone WILL find a way to exploit it. It's inevitable.
Debating what "really" happens when the outcomes are indistinguishable is pointless. Even if you knew what really happened, you wouldn't benefit from it. It's why we have Occam's Razor. If two explanations work equally well, the more elegant should be accepted as true.
