Uruguay banned from buying?

People from Xsolla said to me today, that my country was not available anymore to buy stuff.

I was using a mastercard international, I even brought 2 tickets to exilecon, got points, boxes, etc.

No word from GGG about this, no public comunication, etc.

Can someone verify this and tell us why this ban? Are there other countries with this problem?
