Possible Glitch with The Stampede boots

So I just bought some because they seemed like they'd be good replacements for short term, and so I replaced some crappy rare boots with them. When I had the old boots on, my Shield Charge was working perfectly, and the cast was quick. Once I switched to The Stampede, everything just suddenly started going incredibly slow, and even my damage drastically went down (indescribably so) NOTHING should have affected my damage in this way, or even my movement speed of shield charge.



Can anyone shed some light on this. I'm doing the Essence Drain Trickster build, so nothing on either of these should affect my damage at all from what I can tell...

Does ANYBODY have the same issue? Or does anyone have a pair of these boots to test this?

That's all because of the Stampede. Shield charge uses your increased movement speed (+109% at 20lvl gem), but affix "your movement speed is 150% of its base value" renders it to 50% on skill use. You can't change your movement speed at any way when you using this boots. So that's what is it.
