is fossil craft +1 to max spectres still on boots?

Ctrl+F on the patch notes is your friend.

It gives +1 to the level of the raise spectre gem instead.

For follow up, you get 3 specters at level 21, and 4 at level 31 from the gem.

Not anymore. +1 spectre from fossils was deemed more powerful than hits cannot be evaded, meta crafting mods, and socketed gems have more attack speed or elemental damage.
It was considered as op as regen or leech life and mana from lab enchant so was removed from the game like the mana part of those enchants.
Hits cant be evaded meanwhile is much weaker so is staying im the game since 100% accuracy in a single guaranteed craftable mod with 0 drawbacks is ok but all spellcasters should give up many things to be able to even use their abilities to make up for not needing that mod.
