In order to get rid of clearspeed meta cap global movement speed at 100% but make all skills instant so everything feels great.

Oh my god! This is worst design ever. Blight helmet & Blight wings are so ugly. Dear GGG, could you please consider about re-design these things, they are unacceptable!
