cooldown at the beggining of a map

when i first enter a new map, by default without me using the skill, my shade form skill cooldown (45 sec) start to activate.
why is there cooldown before i use the skill at all?

also another bug is that at the first cooldown, the timer dont count any cooldown reductions i have (after i use the skill the first time its ok).

Have you checked to see if on logging in or on entering any instance is it on cooldown, because if so being on cooldown is most likely its default state.

It is the default state...
I just wonder why that is?
Why have a default skill on cooldown from tthe start? ( and 45 sec cooldown no less)

Might have been some bug relate to the entering a new instance and the reduced visibility modifier if the skill was active.
