No. Only the final hit does, similar with pierce and fork.

Explosive arrow will not leave a charge in an enemy if the arrow pierces, forks, or chains. In other words, an enemy will only receive a charge with explosive arrow if there is no chance that the same arrow will hit another enemy (it does not pierce or fork, or it is the last enemy in the chain).
