40% Increased Frost blades damage helmet enchant not working (or do I not understand something)?

Have a look at the keywords. (Frostblades is in the bottom left socket).
Or head over to pathofexile.gamepedia.com and read up on the skills there. Not all information is up to date, but most of it is this far into the league.

It is and it isn't... Frost Blades is a hybrid skill. Reading the skill gem description and the gem tags does help a lot. ;)

Any projectile modifiers do not affect the initial melee attack... only what happens afterwards, i.e. the "Icy Blades" (projectiles) released upon the melee hit. Only attack, physical, and cold damage modifiers affect both components equally whereas any melee damage modifiers only affect the melee attack component.

As for your tooltip, it only shows the melee attack component damage but not the damage of the projectile component.

I feel like they should give the skill "spell" tag just for luls, because it's got basically everything else.

This is literally one of the most confusing aspects of PoE given that the words essentially mean the same thing but mechanically interact differently.
