Uncorrupted Gem Quality above 20%

Bug Report Reference:
1,980,285,587 I found this Combustion support gem a while back. I noticed that it had over 20% quality (22%) without being corrupted. I am unclear on if this is a bug, but it does seem to go against the general rules within PoE  Last bumped on Jul 29, 2019, 5:14:56 PM
