game suddenly unplayable, mouse cursor stuck

After walking into a friends hideout, my cursor became stuck in the center of the screen. Whenever I load into PoE, the grinding gears start for a moment, it skips to the login screen, and my mouse is sucked into the center. I can only move it a cm or two as it is continually shaking and going back to the same point.

Things I have tried:

Reinstalling gpu drivers
Reinstalling PoE
Using different ports on my mouse
alt + enter toggle
toggling borderless_windowed_fullscreen in the production_config.ini
deleting the production_config.ini and launching.
Seeing if other games work (they do).

Everything goes back to normal after closing PoE in the task manager.
