Herald of Ice does not shatter unfrozen Legion monsters.

The title really says it all. While the Legion mobs are "frozen" from the monolith, Herald of Ice works wonderfully well to activate as many as possible before the timer runs out. However, once the timer has run out and the mobs activate, Herald of Ice NEVER shatters. I've tested multiple times in different map tiers, Ossuary, Blood Aqueducts, and low level zones.

I can confirm this, it seems like on-kill effects aren't working after the Legion mobs are released.
Also happens with Ice Bite not granting Frenzy Charges after they unfreeze. |
