Efficient Training states that Intelligence from passives in radius is transformed to Stregnth.

EDIT: Can't say for sure yet whether or not this is intentional, as it may open up a can of worms regarding other jewels that also have a specific wording that refers to attributes in radius (like Tempered Mind). Considerations are still being made and there may or may not be a solution prior to 3.8.0. I will try to keep everyone updated though. Sorry for any confusion this may have caused.

This is correct. Efficient Training transforms only actual Intelligence, it does not transform stats that are modifiers to your Intelligence. This is why the wording on the attribute transformation jewels is different from things like Lioneye's Fall.
