This is a hat the male Yangban 양반 would wear during the Joseon 조선 era. From what I remember they were Confucius scholars whom were chosen to work in government positions and also druggies and useless after they became part of this social class system. Also IIRC they willfully allowed the Japanese to occupy Korea. Bunch of parasites like in todays world of politics.
