Atziri's reflection "Increased effect of your curses" dont work?

I see no difference on my curses when using my shield, did i missunderstand something about this or is it a bug?

it is fairly hard to see the difference, it does not show on tooltip and "feeling" it in actual combat is not really obvious. Did you try with a temporal chain with and w/o the shield on the same type of mob, maybe you'll see a difference?

I did just check the tooltip. 6 year old game and tool tip still dont show it, wtf :P
