Unique Fractured Rings Cannot synthesized

I Tried to Synthesized the 3 unique rings Circle of fear with exact MODS, but the synthesizer didn't working. Should it be working if with three different mod like the 1% max cold res, #% cold res... , reduced mana reservation while affecting Heralds of ice?

You need to use 1 unique ring, and 2 rare rings.
