Yes. When you have the gem on your cursor you can hit the triangle to toggle exp gaining on or off.

Note that it must be socketed into gear to do this also.

Clarification:

This doesn't stop the gem from gaining exp. It stops it from leveling when the xp bar is full. This is important, because it can be used for slow leveling on skills that level too quickly. (Lock the gem -> Let the bar fill -> Unlock the gem -> Relock the gem) That said, when the bar is full, if the gem cannot level, it stops gaining xp until it levels again.
