Skipping Synthesis content affects random Breach/Abyss spawns in maps?

having a strange issue regarding the Synthesis League.
I got two characters.
Character one did the Synthesis questline, Charactor two is just running the memories within the map without activating the stabilizers.
Issue:
Character two doesn't get any random Abyss and Breaches in maps while it seems normal for character one.
Yes, there are odds that a a random breach or abyss spawns, but as far as I remember its 10% for a random encounter. I havent had any from the mid 80's to 89. And I'm not sure if i had any before.

Can you please have a look into this? Has anyone else noticed this?
