This is not a bug.

Malevolence reserves 50% of your Mana. A 1% decrease is 0.5% of your reserved Mana, which the game then rounds down to a 0%. You need more for it to make a difference.

And did u forgot arctic armour ? (reserve additional 25%)
Supposed value should be 1582,12 ,because 74 %

even
49 % is 1047,62

If it works other way around it deserves mana
it should be 1587,96 (99% of reserved from 1604)

Still 1 % from 1K values is never 0,sth but sth like 1-10 mana ....

If it rounding it before calc it is bullshit because value reserved is rounded up from 1603,5 to 1604 so .....

That’s not how it works. It doesn’t reduce flat mana reservation. It reduces percentage mana reservation on skills that reserve mana. 2% of anything less than 50% will round to zero. It will bring a 50% reservation to 49% though.

It's not bugged. Frustratingly, -1% actually does nothing due to how reservation is calculated.

The math: https://pathofexile.gamepedia.com/Mana_reservation#Reservation_calculations

A tool to see how much you can reserve: http://poe.mikelat.com/

A short example:
-1% reservation if you reserve 50% = (1-0.01)*50 = 0.99*50 = 49.5 = 50
-3% reservation if you reserve 50% = (1-0.03)*50 = 0.97*50 = 48.5 = 49

It's even worse for skills that reserve less:
-3% reservation if you reserve 25% = (1-0.03)*25 = 0.97*25 = 24.25 = 25

Basically reduced mana reserved is calculated individually for each gem that reserves mana.

For gems that reserve 50% mana the reduced mana reserved must be a multiple of 2 (2%, 4%, 6% and so on) to see an effect.
For gems that reserve 35% mana the reduced mana reserved must be a multiple of 3 to see an effect.
For gems that reserve 25% mana the reduced mana reserved must be a multiple of 4 to see an effect.
twice rounding ....
your subtract value down
and additional cost up ...
Damn, that's senseless. I have 1064 Mana, 1045 of which is reserved. A -1% should definitely reduce my Reservation by 10.

If a gem reserves %mana, then for reduced mana reserved to have an effect if has to be a multiple of:
- 2% for gems that reserve 50% mana
- 3% for gems that reserve 35% mana
- 4% for gems that reserve 25% mana
- 10% for gems that reserve 10% mana
So 1% reduced mana reserved will have NO EFFECT on auras.

If a gem reserves a fixed amount of mana (like precision and clarity) then such a gem has to reserve a multiple of 100 for 1% reduced mana reserved to have an effect.
So if it reserves 1-99 mana then 1% reduced mana reserved will have no effect. If it reserves 100-199 then it will reduce mana reserved by 1. For 200-299 mana reserved it will reduce it by 2, and so on.

But bambam, I hear you ask, what if I put 2 50% aura gems? Will my jewel reduce the mana reserved to 99%.
The answer is no. Reduced mana reserved is calculated for each gem individually and not for the overall mana reserved. For example 2 35% aura gems reserve 70% mana, so 2% reduced should have an effect, but NO, 2% reduced mana reserved has no effect on 35% gems and therefore it has no effect at all here.

You can check the wiki to see how it's calculated.
