I had the same error. Here's how I fixed it:
Go to:
C:\Users\YourUserName\Documents\my games\Path of Exile\production_Config.ini
Open this file with text editor (Notepad++ worked for me the best) and find below line and change any value it has to number 2. It should look like this:
screenspace_effects=2
Be sure to make a backupof this file in any case.

So i am not the only one :(...
Hope it won't prevent us from starting the league :( in 1 hour and 20 minutes.
