Question about rare item drop rates

Hey everyone.

Is there anything in the game that reduces the chance that rare items drop? In the mechanics thread, I read that there is a penalty on currency drop rates as you outlevel the current zone, but nothing on items.

I ask because I feel like I got way more rares in normal than I am getting now in cruel. Very often now I clear a map 2-5 times without seeing a single rare item drop. Did I just have way better luck a few nights ago?
If you don't have any IIR/IIQ, the drop rates for rares is pretty low. Even with 80/20 I find only 3 or so per zone if I'm lucky (and kill all the mobs)

Yeah I can definitely see the value in that gear. This just felt like I was seeing significantly fewer rares than when I was in normal, specifically running City of Sarn in both difficulties.

I guess my luck has just been worse lately.
approx 1:5 magic items get rolled a rare, regardless of IR. IR increases the amount of magics that drop though, so indirectly boosts rare item drop up to a point.

Item rarity increases all of the rolls.

More whites become magics, more magics become rares, more rares become uniques.
