As I remember, the reason for the new Zana voice actor, was that the "Russian" one wasn't available when they prepared the Atlas expansion with her new quest line, so they had to hire a new actor - and redo all the lines.

I may be wrong, though.

That was definitely the excuse but frankly, if I believed it, then I don't see why they couldn't have gotten someone with the same accent to redo the lines.

It is how it is. I don't see any reason to doubt them or make conspiracy theories on the matter. It's water under the bridge. No point in using energy, muscles, words or letters speculating about it.
