Question about Fire Penetration Support Gem

I have Fire Penetration support linked with my golem and was wondering if the effect is similar to that of a debuff and lowers the enemy's resistances to all of my fire attacks (linked or not) or is the resist penetration only applied to the golem's attacks?

The support gem only supports the skill it's connected to. It's not a debuff. It just calculates damage from the supported skill with less resistance on the monster.
