Elder/shaper bases dropping in Shaper guardian maps

Elder/Shaper bases are some of my favorite loot to farm and once I realized how cheap low level scarabs are I've been throwing them into every high level map. But I started realizing that I wasn't getting any bases from the t16 guardian maps(minotaur/hydrya etc.). I'll throw a rusted scarab into a t15 and average 2-3 bases, but on t16 I have gotten none since I started paying attention. I also realized that the maps don't seem to have the usual shaper/elder influence effects.

It's only been 15 maps and I know those maps have fewer mobs so it could be bad rng but before I keep throwing away scarabs I figured I'd ask if there's some info I was missing or if others have had the same experience.

T16 guardian maps are treated specially as far as elder|shaper item drops are concerned.
There are basically 3 different behaviours :

If the map is uninfluenced, or shaper-influenced, the result is exactly the same, only the boss can drop shaper items.

If it's elder-influenced, all mobs can drop elder items.

If it's occupied by an elder guardian, only the boss can drop elder items.
