Wither and Withering Presence dont work after patch 3.5.3

Both Wither Totem and Keystone Withering Presence don't inflict Withered on enemies anymore. There aren't any purple bubbles too.

Thank you for your quick answer. I had read the patch notes, but i thought there would be another visual indication for the wither.

There still seems something wrong with wither. I tried to compare chaos dot against a boss with and without Wither stacks and can't seem to find a difference.
