"Fast Attacks" Modifier - What does it do?

I was looking at Chains of Command and saw the weapons summoned have the modifier "Fast Attacks" on them, on both the wiki and poedb:



However, I can't find any resources on what this modifier does, not even on the Monster Modifier page of the wiki. Obviously it increases attack speed, but by how much? Is it an increase or a more multiplier? Does it stack with the Faster Attacks support gem? Where does it show the Animate Guardian's Weapon skill having the "Fast Attacks" modifiers, because that line does not appear under the character screen's entry for the skill:



I also tried checking for the mod on poedb's monster mod page but it appears to be empty, and Path of Building hasn't touched anything related to Animate Guardian or Chains of Command.
