Minion Attack Speed And Cast Speed from crafting bench can't be craft

The weapon have an open suffix but can not craft the minion attack speed and cast speed because it said there was already a mod there but on the weapon there isn't one. Is this a bug or intended.

Guess the cast speed you have on the weapon blocks the craft.
