Can someone explain what Blessed Orb does?

The main problem with this orb and others that modify an item's stats is not with the orb's function but with the lack of a wiki or FAQ that lists the maximum a specific stat can have. For example, I see TV ads all the time proclaiming that their product is this % better or that % lower priced then their competitor but then don't say what they are comparing their product to. If I buy a "light" brand of margerine that is 50% lower in cholesterol but then have no way to compare it to the base product to verify the company's claimed statement of 50% lower cholesterol then the info is pretty worthless.

The same is true for PoE. We all need GGG (or someone with the knowledge) to post all the items and their maximum values for them. Then when we get a ring or amulet or item that states 25% increased resistance to cold, fire, lightning, chaos, etc. we can look it up and see whether that is great, good, or only so-so because we can see what the maximum value that stat can attain for the item.

The other problem with certain orbs is that they don't have a high enough drop rate to be useful in the first place. If I play solo for 500 hours and only get 5 Blessed Orbs the drop rate is so low that the usefulness of the orb (no matter what it does) is lost for all but the 24/7 no-lifers or multi-boxers to ever aquire enough quantity of the orb to be able to experiment with it.

Hey GGG, as a solo player all the great orbs in the world don't mean anything if I can't get any with game playing time intertwined with my real life. Same with support gems. Dangle the "carrot on a stick" in front of us all you want to keep us playing but if we don't get enough rewards for time spent playing then PoE will end up just as D3 did for me, history, and a bad memory. I'd hate for that to happen as I really love playing.

edit: spelling

Necessity may be the mother of invention, but poor QoP in PoE is the father of frustration.

I think it's nice that there are rewards for learning to know how things work in the game without it being spoonfed to you. Learning to know what a blessed orb is useful for (and not) is one of the places where you can apply skill rather than be at the mercy of the RNG.

The numbers you refer to are quoted and linked to literally one post before yours. In general as well, very little information about this game, by now, is intentionally hidden or otherwise unavailable - just because you either didn't manage to find it or more likely didn't look for it doesn't mean it's not there.

As for orb rarity, I would suggest that a casual player has no need for high-end orbs. A 'mid-range' player will maybe want to play with orbs now and then, but only the real minmaxers need massive amounts of orbs. You only have to worry about 'low drop rates' if you are categorically opposed to attempting to trade for what you need, at which point you are CHOOSING to have this problem.

Top gear is not supposed to be common, and high-end orbs are a gateway to top gear. It makes absolute sense that they don't drop like candy.

exactly. Also there are other currencies, you can just trade the ones you want. I think it's great, that all the info comes in steps, but they will come eventually. this game is so deep
please check the date of the posts you bump. That being said, much of the information in this thread is out of date due to adjustments to the game over time. Careful out there.
