Cerberus limb spell damage life leeched as life is not working

I bought a Cerberus Limb to use with Lioneye's Remorse shield that has 30% block chance for Arc totem life steal. But while my hp was low, there was no leech to my life, only the normal life regeneration, which I checked with different shield below 30%. However, when I switch to TrollTimber Spire, the totem leech life from enemy as expected. that means the Mod of "0.5% of Spell Damage Leeched as Life if Equipped Shield has at least 30% Chance to Block" is not working in this patch 3.5. Please fix the bug and update patch, thank you!!! Can confirm, using a 31% block chance shield and Cerberus Limb, no life leech :(

In case it applies, if you are using the Ghost Reaver Keystone passive skill in tree, you will leech Energy SHield instead of Life. Worth checking if that's the case. If not, then that should also be reported so that the devs can narrow down the root cause.

" On my character "Xua_Hestia", i tested it with this shield (Crest of Perandus, 31% block) and ofc (Cerberus LImb) I went to some mobs and took some damage, then i damaged the mobs with a spell (magma orb) and got no life returned. To make sure i repeated this with the same result (sometimes hard to tell). |

" I just tested the spell leech, it seems to be working but I'm only leeching very small amounts due to the damage being dealt at this level. It was hard to tell if I was leeching or not due to Life Regeneration also occurring at the same time. I also noticed that your current character doesn't have Crest of Perandus equippied, did you swap it out | |

It actually leeched life (i tested it out again _after_ the 3.6.3c patch that just dropped so idk if it worked already before; probably) One can see it works if you damage a pack of mobs.
