Janus was invincible after I started the transportation safehouse with Hillock (his subordinate) left kneeling on the ground in a field because I didn't like either of his choices. Hillock was gone when I went to look for him after, and progressing the syndicate turns by clearing more events didn't fix it. I ended up not getting my rewards and am rather pissed off about it.
