Arcane Surge, Innervate, and other Support gems not working consistently with base skill gems

We all know that linking Arcane Surge with a base skill enables support gems with the Duration tag to support the same base skill.
The typical use for this is Arcane Surge linked to Righteous Fire and Less Duration. Innervate works in this manner as well, but only if the base skill is a spell. So, inconsistency #1: "Buffing" support gems cause base skill to inherit Duration tag, but only if the base skill is a spell. Also, we all know that linking Summon Phantasm on Kill with Shield Charge and Minion Damage (with the Spiritual Aid notable passive) will cause shield charge to deal increased damage (as if it were a minion skill). This is because the minion damage modifier applies to the skill, and minion damage modifiers affect the player with Spiritual Aid. This also works for cast/attack speed from Minion Speed, and seems to work consistently across other attack/spell base skills. However, if Summon Phantasm on Kill is linked to a channeled base skill, a totem skill support, and Storm Barrier support (Storm Barrier cannot support minion skills), the totem will both gain the Storm Barrier buff while channeling, and summon minions when killing enemies. This is what a player would intuitively expect, but is inconsistent with the behavior observed with Spiritual Aid and Shield Charge. Especially in the case of Summon Phantasm on Kill linked with Shield Charge and Chance to Bleed Support - in this case, Chance to Bleed Support does not apply. So, inconsistency #2: Summon Phantasm on Kill causes base skill to inherit Minion tag, but only if the base skill is an attack or a spell. It seems like these inconsistencies are caused by the same underlying mechanic in some manner - that some types of tags are inherited from support gems for some types of base skills, but that this inheritance mechanic does not apply uniformly or predictably across various skill types.
